What can official evidence actually observe?
Each headline retains its own population, year and measurement method. The page deliberately refuses to combine them into a national Skills score.
Capability is uneven across domains and generations
“At least basic” means the respondent reported the activities required by Eurostat's DSI 2.0 method. It is a proxy based on behaviour, not a direct test.

v0.1 starts where DSI 2.0 starts. It does not splice the older methodology onto the current series. Historical chunks load only when this section enters view.
How many languages do adults report knowing?
These are respondents' own reports, not assessed proficiency. The four categories partition the observed population aged 18–69.

Is the adult population renewing formation?
Participation in formal or non-formal learning during the previous 12 months is a pipeline signal. Eurostat marks Bulgaria's 2024 cells as a break in series, so no directional claim is made.
What cannot yet be measured comparably?
Bulgaria does not appear in the published OECD PIAAC adult-skills rounds. StrategicBase therefore publishes nulls for direct adult literacy, numeracy and adaptive problem-solving assessment instead of substituting credentials or student scores.
